We're going to try to learn just what Xcel Energy's new "Time of Use" electricity pricing means, how it works, how you can avoid having your electricity bill skyrocket, etc. Bottom line seems to be that if you use a lot of electricity from 3 PM to 7 PM you're going to see your bill skyrocket.
