A University of Delaware student, Luqmaan Khan, was arrested after authorities found a loaded firearm and detailed plans for an alleged attack on the University of Delaware Police Department. During a late-night traffic stop in New Castle County, police discovered a .357 caliber Glock handgun loaded with 27 rounds in Khan's vehicle, along with three additional 27-round magazines, an armored ballistic plate, and a notebook containing assault plans.
The notebook allegedly included diagrams of the police department, entry and exit points, and mentioned a specific police department member by name. According to the Justice Department, Khan, 25, resisted arrest when officers approached him in a park after hours. He has been banned from all University of Delaware campuses during the investigation.
Federal authorities later searched Khan's home, finding a Glock 19 9mm handgun with an illegal conversion device to make it a machine gun, a .556 rifle with a scope, and additional ammunition. Khan has been charged with several felony weapons charges, including possession of a machine gun. If convicted, he faces up to 10 years in prison.
The FBI and New Castle County Police Department are conducting the ongoing investigation. Acting U.S. Attorney Julianne E. Murray praised the collaboration between federal and state law enforcement, stating, "This case is a quintessential example of federal and state law enforcement collaborating to neutralize a grave threat to Delaware before the worst could come to pass."
